School Board Relations

Jennifer is an education consultant with a unique set of experiences that led to successfully running for the Board of Education from 2016-2020.

Jennifer approached her work as a board director utilizing experience in the business sector, having spent decades working in the advertising industry. As part of this work, she assisted both individual schools and districts in their marketing efforts, addressing short and long term strategy, goals, and implementation of plans including creation of content.

From a public service lens, her experience is extensive. She served for ten years as a city planning commissioner, was appointed to the League of Minnesota Cities, and chaired the Beyond the Yellow Ribbon Initiative which provided a support network for military families. She successfully led a project organizing stakeholders from the state, county, district and city to establish safety improvements around one of the elementary schools in the area. From an education perspective, she worked as a member of the curriculum advisory committee, served on the World’s Best Workforce Advisory Committee, served as a member of the transitions team which moved Stillwater Area High school from a 10-12 to a 9-12 model, served on the interview panel for the music department, and served on multiple PTAs. Lastly, she successfully wrote a grant application for her district in which all schools ended up receiving critical asthma equipment to be used for students in need.

She was elected to the Board of Education in 2016 where she served in various leadership roles including being appointed to liason for Equity and Integration, Policy Chair, Vice Chair, and Chair. Her most noted accomplishment as Chair was guiding and elevating student voice at the board table, believing that student voice is a critical component to the success of a district. She served during a very difficult time in the community that has lent itself to a unique skill set, not only in navigating through challenging times, but also in understanding the critical need to have strong partnerships with all stakeholders in the community. She is a passionate advocate for public education, knowing that strong schools equate to vibrant communities.

Jennifer lives in Lake Elmo, MN with her husband Joe, three children, and labradoodle, Mabel. In her free time she enjoys running, travel, music, and attending sporting events.

What Our Customers Are Saying

“Winterset CSD selected PartnerED to lead our district through the updating of our strategic plan and development of a Profile of a Graduate. Our board wanted a process that would encompass our entire district and foster the engagement of our entire community. The process that our consultants facilitated exceeded our expectations, as our community had numerous opportunities both in-person and virtual to provide their input throughout this process. The provocations and activities that were included in the process ensured that our Key Community Stakeholders were exposed to emerging trends in education and that our local community needs and values were considered as we developed our strategic plan and POG. We found our consultants to be knowledgeable, responsive, and supportive as we engaged in this process.”

– Justin Gross, Superintendent Winterset Community School District, Winterset, IA

“I reached out to Paula O’Loughlin and her colleague to potentially conduct a training for staff at my institution. From the very beginning, Paula was very timely and consistent in our communication. She showed a high level of enthusiasm about the opportunity and shared her ideas about the content. Her experience and expertise were a perfect match. Therefore, it was very easy for me to move forward with the training. Throughout the entire planning process, Paula was definitely a collaborative partner and maintained regular contact. At the training, Paula was an engaged and personable presenter which allowed attendees to easily participate. Her extreme knowledge of the subject matter greatly benefited the staff and evaluations were very positive. I would highly recommend Paula of PartnerED!”
